Role
The role that you are to play in this case study is that of an employee of the local police department as a crime analysis technician. The commander of the investigation division has requested that you create an analysis of the sex offender population in your jurisdiction. The products that you are to create is a poster which the mayor and police chief can use at public forums as well as a written analysis for the commander.
Problem
One of the issues that local communities constantly face is the citizen who have been convicted of sexual crimes living outside of the requirements of the law. The offenders in most states are required to register on a sex offender list. In most states the information is placed on a public website for the general population to view. Furthermore most states have laws stating how close to schools, parks and day care sites that offender can live. You must research the state laws as part of your research. You have been charged with creating an analysis of the offenders and creating a poster for a public forum. All information used about the offenders must be publically available.

Case Study Requirements
You will create both a generalized map with base information such as roads and other geographical features (this can be an online basemap) along with the offender’s location. You will need to research your particular state laws and this may require additional maps, such as schools, parks and child care. Child care if part of the law may be omitted, unless online data is available. All information used in this project will be public record and thus not have any privacy issues.
As part of your work you will create a poster which will discuss your findings. The user may decide on the poster dimensions and a hard copy is not required, only an Adobe Acrobat (pdf) file.

Technical Skills
Geocoding of the location of the offenders.
Classification using appropriate colors.
Querying to reduce the amount of information into a manageable amount.
Buffering either around the offender or geographical items like schools.
Remote Sensing using an aerial image as appropriate as a base layer.
Spatial Join counting the number of offenders in a geographical division.
Using a Geodatabase all information should be in a single location.
Using of Basemaps no need to create the base layers because the offenders, schools, and parks
are the value added information.
Poster Creation using external software from the map package to publish a standalone document.
Map publishing with data frame, inlaying an overview map onto a detailed map.
Labeling, making specific items identifiable.

Resources
You will need to connect to your state sex offender website and select a specific county (or
region) for your research. Depending on the state and how the information is displayed it may
need to be copied and placed into a spreadsheet or you may be able to be downloaded directly as
a spreadsheet. It is suggested that you do select a county with a large population especially
urban area.

Creativity
20 Points
The creativity will include what is presented and how appealing it is to the user. Half of these points will be on how well the designer accomplished the completion of the problem. The other half of the points in this section will be the functionality and appeal of the poster. The instructor can choose to award more than 20 points to reports that far exceed the requirements.
